Founder, President & Chief Executive Officer

William Marshall is the Founder, President, and Chief Executive Officer of ParadigmWorks Group, Inc. (PWG), a nationally recognized provider of workforce development, staffing, education, training, and business support services. Since establishing the company in 1991, Mr. Marshall has led the strategic growth of the organization from a regional workforce services provider into a diversified enterprise serving government agencies, educational institutions, employers, and commercial clients throughout the United States. With more than 35 years of executive leadership experience, Mr. Marshall has successfully directed complex business operations involving federal contracts, workforce development programs, staffing solutions, education and training initiatives, organizational management, and strategic business development. His expertise spans corporate finance, contract administration, forecasting and planning, human capital management, operational performance, regulatory compliance, and organizational growth. Under his leadership, PWG has developed a reputation for delivering innovative, results-driven solutions that help organizations improve workforce performance, strengthen operational efficiency, and achieve measurable outcomes. Mr. Marshall has overseen the management of multi-million-dollar contracts and large-scale workforce initiatives while building long-term partnerships with public and private sector organizations. A recognized innovator in workforce development, Mr. Marshall led the development and implementation of one of the nation's first internet-based Job Corps Regional Job Banks, revolutionizing employer engagement and job placement services for students. He subsequently directed the development of a network of more than 3,300 employer partnerships, including Fortune 100 and Fortune 500 companies, resulting in the creation of over 10,000 employment opportunities for program participants. Throughout his career, Mr. Marshall has maintained a strong commitment to creating pathways to economic opportunity while helping organizations solve complex workforce and operational challenges. His leadership philosophy emphasizes accountability, innovation, collaboration, customer service, and measurable performance outcomes. As President and CEO, Mr. Marshall provides overall corporate leadership and strategic direction for PWG's workforce development, staffing, education, and business services divisions. He is responsible for corporate governance, financial stewardship, business development, contract performance, strategic partnerships, and organizational growth initiatives. His ability to align mission-driven services with sound business practices has positioned PWG as a trusted partner for government agencies, employers, workforce boards, educational institutions, and community organizations. Jaszmine Love

Corporate Project Analyst & Human Resources Manager

Jaszmine Love is an accomplished project management and human resources professional with a diverse background spanning project analytics, staffing management, legal operations, process improvement, and organizational development. Ms. Love holds a Master’s Degree in Project and Program Management and has more than 12 years of legal and real estate administration experience. Her experience also includes nine years of staffing management with Paradigm Staffing Solutions and six years supporting project analytics and human resources functions for PWG.

Ian Crump

Director of Operations

Ian Crump is a highly accomplished workforce development executive with more than 35 years of experience within the Job Corps system, bringing extensive expertise in counseling, center operations, executive leadership, compliance management, and corporate oversight. Throughout his distinguished career, Mr. Crump has consistently demonstrated a commitment to operational excellence, student success, staff development, and continuous organizational improvement. Mr. Crump began his Job Corps career in direct-service positions and progressively advanced through leadership roles of increasing responsibility, including Counselor, OTP/ACT Coordinator, Counseling Supervisor, and Programs Director at both the Cincinnati and Grafton Job Corps Centers. These experiences provided him with a comprehensive understanding of student services, program operations, career development, and workforce readiness strategies. Building upon this foundation, Mr. Crump served for 12 years as Center Director at the Atterbury, Dayton, Keystone, Whitney Young, and North Texas Job Corps Centers. In these leadership roles, he successfully directed all aspects of center operations, including program performance, compliance, financial management, staff development, student retention, safety, and stakeholder engagement. For the past 16 years, Mr. Crump has served in corporate leadership and oversight positions, providing strategic guidance, technical assistance, compliance monitoring, performance improvement support, and operational leadership to Job Corps centers nationwide. He has also served as Acting Center Director on numerous interim assignments, providing stability and executive leadership during critical transition periods. As Director of Operations for ParadigmWorks Group, Mr. Crump provides strategic oversight of operational performance, regulatory compliance, continuous improvement initiatives, and organizational effectiveness. His extensive knowledge of the Policy and Requirements Handbook (PRH), coupled with his expertise in systems development and staff performance management, enables him to support centers in achieving exceptional results while maintaining the highest standards of quality and compliance. Mr. Crump's leadership philosophy emphasizes accountability, collaboration, operational excellence, and student-centered success. His commitment to developing effective systems, strengthening staff performance, and fostering positive outcomes continues to make a significant impact on workforce development programs and the communities they serve.

Ginny Shoemaker
Ginny Shoemaker

Director of Business Development & Compliance

Ginny Shoemaker is a highly accomplished workforce development executive with more than 30 years of experience in the Job Corps program and the broader workforce development industry. Throughout her distinguished career, she has held leadership positions at both the contract and corporate levels, providing strategic oversight, operational leadership, compliance management, and business development support for large-scale workforce development programs. Ms. Shoemaker possesses more than 30 years of corporate management experience overseeing Outreach and Admissions (OA), Career Transition Services (CTS), counseling operations, and workforce development initiatives. She has successfully guided program implementation, performance improvement, regulatory compliance, staff development, and operational excellence across multiple contracts and geographic regions. In addition, Ms. Shoemaker served for ten years in executive leadership roles with Dynamic Educational Systems, Inc. (DESI), including Senior Vice President and President. During her tenure, she directed complex workforce development operations and managed OA/CTS contracts serving Washington, Idaho, and Oregon. As Director of Business Development & Compliance for ParadigmWorks Group, Ms. Shoemaker provides strategic leadership for organizational growth initiatives, compliance monitoring, staff training, performance management, and operational oversight.

Telethia Rogers
Telethia Rogers

Director of Center Programs

Telethia Rogers is an experienced workforce development professional with more than a decade of progressive leadership experience within the Job Corps program. Her career reflects a comprehensive understanding of student development, program operations, residential services, career preparation, and workforce readiness. Throughout her tenure in Job Corps, Ms. Rogers has successfully served in a variety of leadership and direct-service roles, including CPP/CTR Manager, Social Development Director, Senior Residential Advisor, Career Counselor, Student Government Association Coordinator, Residential Advisor, and Records Specialist. As Director of Center Programs, Ms. Rogers provides strategic oversight for career preparation, career development, student support services, and career success operations.

Outreach & Admissions / Career Transition Services Program Director

Lamont Allen is a mission-driven workforce development executive with more than 30 years of experience leading student development initiatives, staff development programs, workforce solutions, and organizational growth strategies. Throughout his distinguished career, he has demonstrated a strong commitment to helping individuals achieve educational and career success while strengthening organizational performance and workforce development outcomes. Mr. Allen has successfully managed Outreach and Admissions (OA) and Career Transition Services (CTS) operations at eight Job Corps Centers spanning all six Job Corps regions. His extensive operational experience has provided him with a comprehensive understanding of student recruitment, career preparation, workforce readiness, placement services, employer engagement, and contract performance management. In addition to his direct operational leadership experience, Mr. Allen has provided corporate-level technical assistance and strategic support to more than 20 Job Corps Centers nationwide. His expertise includes federal contract management, quality assurance, compliance monitoring, staff training and development, auditing, performance improvement, data management, resource allocation, fund management, outreach initiatives, and public education programs. Widely respected for his collaborative leadership style, Mr. Allen has built high-performing teams, strengthened organizational cultures, and developed strategic partnerships that advance workforce development objectives and student success initiatives. A service-disabled veteran, Mr. Allen served honorably in the United States Marine Corps, achieving the rank of Sergeant following eight years of distinguished military service.
